Yes, as long as the signage string is specified for 1400mA constant current operation and the combined forward voltage stays between 85V and 171V. Its 240W rating makes it better suited to higher-power module strings than lower-wattage drivers in the same series.

It can, because the housing is IP65 water-resistant and the driver is rated for -40°C to +90°C operation. The LED array must still be a 1400mA constant current load within the 85-171V CC window.
